VOIP on iPad 3G

I had used Skype app working on my iPad WiFi all the time. Is there any free VOIP apps that can work on the iPad 3G?I think that AT&T doesn't allow VOIP over their 3G network. However I just signed up for Skype over AT&T 3G and it seems to work perfect.
